The Director of the Intelligence Division

presents his compliments to the Under Secretary of

State for Foreign Affairs, and in reply to the letter

No. 48656/T begs to say that he has no information

incriminating the individuals in question. There

are, however, good reasons for regarding all German

missionaries with strong suspicion, and there can be

little doubt that many of them are nothing more nor

less than German agents. According to an unofficial

communication from the Colonial Office, the name of

the man alleged to be over 55 years old is Siemssen.

It is, however, observed that in the telegram

from the Governor of Hongkong of arch lith, the third

person mentioned is said to be a German agent, while the fourth is said to be also suspect, and it is suggest! ed that it would be undesirable to release these men

until these charges have been investigated.
